First off I have quite a few jap games and am positive that the language/unicode settings are correct.
Out of the box nothing happens when I try to run the game or config. The processes show up in the task manager eating a lot of cpu but that's it.
I tried patching it and now the config works fine but when I run the game my monitor changes resolution and I can hear the falcom logo music playing but the screen stays completely blank. Normally I'd think it was a problem with my graphics card but I have many other games and all of them run fine.

A similar thing happened to me when I installed my Ys Origin right out of the box. I tried to start the game but when the logo tried to play, I got kicked out into windows. My other games still work. I was using my newly bought geforce 8800 gts and I figured it could be the drivers so I reinstalled them. Didn't work. I got fed up and reinstalled windows xp. And it worked. From then on, all my games worked.
But I'm not suggesting you reinstall windows straight away. Try uninstalling the game and reinstalling it after a reboot. Also, reinstall your graphics drivers and install the game after a reboot. If that still doesn't work, try to remember if you recently installed any program that could have altered your system files. Uninstall that. When all else fails.... reinstalling windows is your final bet.
I am also assuming you are the administrator of your comp (no other users) and you're very sure your language and locale settings are correct.
Edit: Oh, and this happened a few times with my other Falcom games ie. Legend of Heroes 6 FC would suddenly not start up after I installed Legend of Heroes 6 SC. And somehow all these happened after I got my 8800gts. Well, after some reboots and reinstallation of the games solved my problems. Except for Ys Origin which made me reinstall windows.
