xD And probably never will be. Not even the SFC versions are getting one.

That patch has been in the making for what, 5+ years now? It'll be amazing if it ever gets done. The problem is that because it apparently such a beast to hack, there might not be too many people out there who can hack it other than Gideon Zhi. So we're pretty much at his mercy as to whether or not he chooses to finish it or not. I've even tried emailing him about it before, with hints of donating toward the project and I've never had any bites.

Well, Dragon Quest III SFC's patch took forever to get finished, so I'll keep hoping that someday I'll get to play Ys V in English.

Isn't he notorious for freaking out on other people that pick "his" projects up?

He is. And even HE himself also picks "others' " projects up, and let those... die, simply put. xD He's kind of... Lavos from Chrono Trigger, or The Devourer from Tales of the World: Radiant Mythology for the PSP, if you know what I mean.
However, very recently, he has posted something about most of his "abandoned projects", such as Ys V. Saying that he still didn't give up on them or something. Though that means in his language that those games, especially Ys V, will take 5 or 10 years for him to finish, if ever. So it's faster to learn japanese and play the game in original form. xD

No, he's a jerk: I said this in the spam thread, but... Once, he was handed down a FE game project that was nearly finished. Not only did he interrupt the project that way, but he also didn't touch it for 2 years or so. With the original hacker and translator pissed off, he took it back from him and finish it real quick. What's funniest, he still want to make his "own version" of the patch. Of course, he didn't still do a thing with it since then.

Only problem is, it took years for the guy just to figure out how to uncompress the script, and from his last report there still was trouble with some stuff. So, to have someone start from scratch will probably take at least as long as waiting for Gideon.

That is true. I have to say, I don't have any issues with Gideon as he has been doing the romhacking scene a huge favor by releasing tons of awesome titles within 10 years of doing it. There aren't too many romhackers who have been doing this hobby for that long, so I doubt his commitment to his projects is really the issue.
However, that being said, I've been waiting for that patch to come out for a very long time now as I'm sure many of the rest of you have as well, and it does look as though the problem is less about figuring out the problems and more about it not being a priority. If someone else were to officially announce picking up the project, even if it were something that never got completely finished, it can only serve as good publicity for reminding Gideon that he really should finish up the one Ys game in the series that never got a translation... besides Seven... and Ys Gaiden... : )
So, I'd say go for it. See if someone else would like to at least take a look at it. Maybe he could even teach a few of us the general steps or progress reports as to what he's figured out about the game and then it could turn into a community project with other "I want to play Ys V in English, Now!" fans helping out with a collective effort to get it finished.
I mean, I for one know next to nothing about romhacking, but if someone were to show me the general ropes of how it is done in order to try and aid with a SNES romhacking project, I'd help out when I could. : )

I guess you're right, some competition couldn't hurt. I'd also be willing to help if someone told me what to do.
