I feel like I already know the answer to this, but Ys VI never got a proper SAV did it? I know there was the CD with a lot of vocal (songs of zemeth?) and there was another one with some weirdly-done remixes, but no real SAV.
I was listening to Mountain Zone and thinking they could do such a good job with that song given the current quality of their work... which is what spawned this question.

By Sav I assume you mean the file format? There was also The Return CD as well as 'Songs and the OST. Falcom seem to be spending less time on remixes these days.

It's short for Super Arrange Version.

Maybe the OSTs are getting too sohisticated to necessitate SAVs.

Zero no Kiseki just got one, Ys Seven kinda did with the 2010 Summer album and the multiplatform version will presumably have arranged music so... no. Somehow, JDK always manages to top themselves.
