Okay, after reading some threads about that problem and noticed the same reprocessable bug I found out some easy fix for it, without AppLocale.
There are no missing textures at all, it has only to do with "YSO_WIN.exe", AFTER it was patched by the v1.0 Translation Patch, equal which Patch is used. After trying many installations ways to fix it (I don't use AppLocale) on my Win7 x64, I gave up - but...
A bit later I found this Widescreen Fix:

And noticed, that it also fixes the missing textures on Velagunder, yes he will be back to normal with it. But because I dislike this screen stretching (on my old 4:3 monitor), I deleted the widescreen patched "YSO_WIN.exe" and Velagunder was just white again.
So I compared the Hexcode of the original Extra Disc v1.1.0.0 "YSO_WIN.exe" with the widescreen patched one and found the values to fix the textures, without the widescreen fix. The same works for v1.1.0.3.
All you have to do, open your already translated (official patch, the one and only) "YSO_WIN.exe" with an Hex-Editor (I use UltraEdit)
and search for the line "00150320h" with the following code "C7 05 48 35 65 00 01 00 00 00 FF 15 00 42 5E 00"
Now change "FF 15 00 42 5E 00" to "B8 A4 03 00 00 90" and save the file. Now the textures are back to normal. If you also want the widescreen, just use the normal Widescreen Fix from above, for v1.1.0.0 or v1.1.0.3. But it's just stretched and looks weird to me, I get eye-cancer after a short playing period.
Why do I use the "old" way and not the new XSEED Steam Verion? Because even with the Steam version, you buy the old well known random crash bugs and a bug I only experienced with the Steam version. Sometimes I got black rooms, I can't see the way, only enemies, pillars (that can be lighten up), chests, drops etc. but no floor, walls etc. First I thought it's a "feature", but it's a bug, for sure.
That only happens in the Steam version. Never ever I have seen this on the original Falcom Version, nor patched or translated versions. I got a bit frustrated after I bought and played it, because I have the japanese version already. I thought those bugs are finally patched, but until now, XSEED failed on that point. I have to say, my old updated and translated version is more stable than the Steam version. I use v1.1.0.0, but with v1.1.0.3 I got crashes as well, with the difference that those "missing file" error messages pop-up. 1.1.0.0 just randomly crashes as we all know it, without those missing file messages.
So if anybody still use the Non-Steam version and want to play a translated Ys Origin with all textures, try this Hexcode fix. As I said it works at least for v1.1.0.0 and v1.1.0.3 (already translated) and should work for the other translated versions as well. Just search for the code, should be the same. But could be at some other line.
For all lazy people, I have made a IPS patch file for v1.1.0.0. It should work IF you have made the following: Installed Ys Origin v1.0.0.0 (Japanese), installed the Extra Disc (or copied the content, which updates Ys Origin to v1.1.0.0) and used the v1.0 Translation Patch (YsO_ENG_v1.0.exe, 109 MB).
