So I just got to the desert area at around lv22 or 23 or so, and was hitting everything for 1. After a bit of grinding, I'm lv28...and still hitting most of the enemies there for 1.
I sort of brute forced my way through it with hugo using tricks and stuff I expected to only have to use on nightmare mode, but....this is normal!
As a side question, Hugo seems to have a special attack that releases and lowers enemy defense with subsequent hits, however looking at the in-game manual, It doesn't seem to explain really how to get it to go off. I don't suppose anyone here knows better on how to trigger his lightning spell?

His lightning spell (I'm assuming you're talking about the one that causes paralysis, defense down, etc.) is triggered the same way that Adol's Dash Slash is triggered in Ys VI -- tap a direction, wait a small second, and then attack. All specials in Ys VI, and YsO are triggered this way. I'm not sure, but perhaps the Dash Slash is in YsF too, although I never really had reason to execute it.

Make sure you upgrade your weapon. To do so warp back to 1F and talk to Rico (He's just a step far from the statue), also make sure you got the Cleria Ores on the way (White Crystal thing)
As for the Dash Slash, every Ys after VI excluding SEVEN has it. There seems to be an overall misconception about how to do it as I've seen: It will occur under 2 circunstances - Double left click (the game reads it as a run), release the mouse button then press the attack button. Or, with gamepad/keyboard, press once the desired direction on D-Pad/Keyboard/Analog, the release it/go back to neutral state, and then press the attack button right after. It seems most people have problems with it because they're not leaving the character in a neutral state right after moving him.
Example with frames that won't help but whatever: Frame 1 (Left Direction Click) Frame 2 (Left Direction Release, thus leaving the character on a 'neutral' state) Frame 3+ (Attack Button Click) Dash Slash is executed!
I might make a video about it since it bothers me that some people can't do it properly...
TL;DR 1. Press an direction button, release, attack, success. 2. Mash left mouse button for 2 secs, then attack while mashing, success.

Weapon is level 3, haven't found any other claria yet. It seems I'm unable to restore the evil ring because if you take too long to kill all the glowing guys, the ring resets back to an empty state, and the remaining undead vanish. You have to leave the screen and come back to try again. I've only played Ys1+2 complete so far, so didn't know about the dash attack. But even after doing -5~7 defense on the glowing enemies, I still hit them for 1. Spells too. Here are my current stats:

That's nomral if you didn't use Yunica...just keep going... And don't wear the ring when you attack power bugs...you will die after you kill them...

My friend is getting this bug, too, and I have no clue what to tell him since I barely even touched Hugo's route.
I'm going to test to see if it happens with me.

Unsavory understood it correctly though. Was tired and about to go to bed when I posted!
