So, playing through the SNES version of Ys III again, I got to wondering just what the Fairy Necklace actually does. As far as I can tell, it does absolutely nothing except look pretty in the inventory subscreen. Doing a search on it, some sources say it revives you (this is what I had always assumed, for some reason), but that doesn't seem to happen in this version. A couple other sources say that it increases (doubles?) the amount of EXP enemies give you, but even managing to purchase it without being max level, the amount of EXP stays exactly the same. I've looked at other things, such as whether or not the ring counter is affected in any way, and as far as I can tell, nothing is changing.
So, what does this item do in this version? I think one search said that the revival effect was basically removed from the Hard difficulty, which is apparently the same difficulty as the SFC/SNES version (only one difficulty for that version, as far as I know). Could that be why it seems to be utterly useless here (and if so, why even make the item available at all)? Or does it actually serve a meaningful gameplay purpose?

I've heard that it prevents Dularn from respawning at Genos' island. (Some terminology may be incorrect. It's been a while since I've played Ys III SFC.)

You mean Garland instead of Dularn, right (the last boss in Valestein Castle)? That is the only other boss on that island in this version.
Anyway, I just checked, and it didn't prevent him from respawning. Actually, that was one of the other results that came up, but as I was reading that one through a webpage translator, I wasn't sure what to make of it. I'm thinking it may mean that in versions where the Fairy Necklace revives you, it will not do so in this instance, or something along those lines (just a guess, as I've not played other versions of Ys III besides this one - YsF aside). Well, it doesn't work here regardless (admittedly, I'm testing this stuff on emulator, as I'd rather not pull out the console for such a tedious money grind). Also, the second Garland battle has a quirk where your HP isn't refilled after defeating him (something that happens after other bosses), but again, having the Fairy Necklace didn't change a thing (was hoping it would).
At this point, I really think it's just a bugged item for this version. Such a shame, especially considering the cost of the thing.

Yeah, I mean Garland. That seems pretty ridiculous. I wondered about the Fairy Necklace as well, but couldn't find anything other than that in my search a few years back. I agree that it's probably bugged.
