Yeah, this DVD came with the limited edition of Ys VI. The first 100,000 preorders, that is. But I think you can still order the DVD.
Anyway, the YsIV anime was canned, but before they canned it, they made a little (one episode or something, who knows?) and they made a trailer for that before they canned it. Then they decided to abandon it (probably because nobody cared about the previous animes). Anyway, these are probably just some pictures taken from the stuff that they made before they cancelled it.
Edit: Oh, and, that artwork is very similiar to the artwork that can be found in the Ys IV games / manuals / boxes.

since they are making a remake of Ys III and IV, they could restart the project if they get questions about it
