There hasn't been any announcements yet. So if Ys Seven even manages to get a localization, it will probably be late next year. Is this game still fun to play if you don't know Japanese? Will I ruin the experience by being impatient and playing it when I don't know what the fuck is going on?

It's still incredibly fun without reading any of the dialogue, even more so than any other Ys game. You shouldn't even need to use a guide much, as where you need to go is often pointed to on the map.
I'd say go for it.

Yeah, I just took the plunge. Haven't gotten the game yet in the mail but it's on its way and as of today I'm a proud PSP owner. So, I don't really know if it's worth it or not, but I'm betting it is, in case it isn't obvious.

I never play the Ys series for the plot, I just the love it for the action, but of course understanding the story does make a huge plus.

I'm going to say YES even though I'm slightly biased in that I'm not 100% illiterate.
Still, I missed out on a chunk of plot and dialogue but I enjoyed the battle system immensely!

Again, I'm not sure how much my opinion's worth here because I'm not in the same position, but I'd say yes. If you don't want to be entirely lost you can always just use the summaries me and floofy did (although I still haven't finished the game so mine only goes up to the final dungeon >_>)
