Ys Seven's maximum damage output is 99999. Base statuses in Ys Seven like Strength can surpass 999. Tia is actually counted as a party member in Ys Seven whenever she follows your group temporarily. When (if) Tia joins your group when you rescue her from monsters early on in the game, her level is 10. All random statements of now were Ys-Seven-related, but one can state whatever, Ys-related or not.

In Ys II Complete, 65,500 EXP is needed to reach max level. Often times with older games (and even in the case of previous versions of Ys II, I believe), the maximum value of something that high tends to cap at 65,535. Interestingly, the max EXP one can obtain in Ys II Complete is 100,001 (to no known special effect), so it's not like they couldn't bump up the final level 35 more points - probably not done just because all previous level amounts were of seemingly less "random" numbers (multiples of 50, 100, and 500).
Other common maximum numbers in technological things are 64, 127/128, 255/256, and various multiples of those numbers.

About 65535, it's because it's "FFFF" in hexadecimal. 255 is "FF".

All that depends on how the variable was dimensioned.
8-bit variables range from 0-255 (256 possible values) 16-bit variables range from 0-65535 (655356 possible values)
Binary code is such a wonderful thing.

Thank you both for the clarifications. I had read those before at some point or another, but couldn't remember the reasons for why things were that way, so that's why I worded things as I did.

Another random statement, also Ys-(SEVEN)-related: In the fight against the Moon Dragon, precisely and only during its first form, you can't damage it for more than 9999. If you were supposed to, you'll still SEE the damage it was supposed to inflict (say, 13058), but on its HP bar you'll see he precisely lost 9999 HP only. Of course, you can use a multi-hit attack or skill, and each will still inflict 9999 damage each, easily making him switch to the 2nd form right after, but no hit alone will do more damage than that. It's likely been purposefully implemented to prevent the Moon Dragon from dying in its first form without having a chance to switch to its second form, in one nice blow, to avoid some game issue such as freezing akin to how it can happen in the first Scias fight . I discovered this last week after a loooot of observation and research. And of course, I only found that out, because I was precisely trying to pull off such a stunt. Leveled/drugged Dogi/Crushe up enough to inflict 99999 damage on it with only one hit. Too bad Falcom was careful with this one, though, unlike with Scias . Which is actually odd, by the way, since that doesn't happen with the first boss in the game (the turtle) if you damage it past 1 HP before it shelters itself within the shell and with the Earth Dragon before the 2nd part of that battle, where in both cases the bosses' HP won't get lower than 1, being stuck to that value.
