I'm not done the game (curse the last boss) and here's my take...
Tia has lived for 200 hundred years (from the sound of the dialogue and the way edonas took over altago. each village is a keeper of an element (earth, water, fire, wind and life?). The iskan are more "superior" to the other tribes as they hold the balance of altago.
Tialuna Rem Iskalia (lol, gotta love that name!), as the eldress of Iska, holds the responsibilty of the balance of altago. She is the judge, jury and executioner of altago so, I don't think she's evil.
She did say it has happened before and she has fought other dragon warriors who have failed. if maya didn't exist... then she would have just let it be but because she met maya and have seen how corruption has happened in altago, she felt responsible that she didn't start the cycle of rebirth earlier til maya got sick.
it's not that she wanted to bring an end to altago, it was her duty to ensure the balance of the elements.
it's one of those philosophical questions... there is not good without evil. there is not life without death.
lol, I wonder what I wrote made any sense...

Puttseying in at the end of the pack, I finally got around to finishing off the game on nightmare. I gotta say, I like the ending much better now that I know what the text is saying. If I hadn't already played the game, I would had thought that Tia was actually going to be able to atone for what she had done and integrate back into Altaginian society. Also, before playing in English, I never really picked up on the 'Maya is mute' aspect of the game, which made the ending kind of cute.
One thing that would have been nice: they mentioned that Adol and Dogi peace out in the epilogue but they never show them in the boat or walking away or whatever. I would have rather had that been the ending shot than Maya tending to flowers.
One thing that nice: Terra picked up a summer job or hobby or something and kept her nose out of the game. The last thing I wanted to see was her yelling at Adol for leading Tia out of the Well of Souls by the hand.

Stupid question for an Ys fan, I know, but who the hell IS Terra? I played Napishtim first, and I keep expecting to find her in previous games. I still haven't. I haven't yet played the TurboDuo 4, 5, or the 'original' 3. Did I conveniently overlook her somehow, or was her name changed in some translation? I'm still wondering why the hell Adol should recognize her in the beginning of 6. (I'd likely have pretended not to)

The pirate girl from Napishtim, I think. Not certain about previous appearances, but it's probably Ys V since I haven't played that game AND I don't remember her in 1-4 either.

She loves Tia so much that she overcomes her inability to speak in order to tell Tia not to go. She was a mute before that. It's supposed to be a touching scene, and I thought it actually was pretty touching despite not a particularly original idea.
